APPLICANT REQUESTS THAT:
His records be corrected to reflect that he was awarded the following awards:
1. Armed Forces Expeditionary Medal (AFEM).
2. Joint Meritorious Unit Award (JMUA).
3. Global War on Terrorism Medal Service Medal (GWOT-S) (Administratively corrected).
4. National Defense Service Medal (NDSM) Administratively corrected).
APPLICANT CONTENDS THAT:
The Military Personnel Flight (MPF) omitted these decorations from his DD Form 214, Certificate of Release or Discharge from Active Duty, in error.
The applicants complete submission, with attachments, is at Exhibit A.
STATEMENT OF FACTS:
According to the documentation provided by the applicant:
a. He served in the Air National Guard during the period of time in question.
b. On 30 Apr 02, the applicant was transferred from the ANG to the USAF Reserve Retired List, and was credited with 21 years, 7 months, and 26 days of active service.
c. On 24 Sep 14, ARPC/DPTS administratively corrected the applicants records to add the GWOT-S and the NDSM with Bronze Star.

AIR FORCE EVALUATION:
ARPC/DPTS recommends denial of award of the AFEM and JMUA, indicating there is no evidence of an error or an injustice. The applicant requests the AFEM and JMUA for serving in support of Operation NORTHERN WATCH during the period 28 Feb 00 through 18 Mar 00. The AFEM is awarded to service members who were bona fide members of a unit participating in or engaged in the direct support of operations for 30 consecutive days in the area of operation, or 60 non-consecutive days, provided this support involved entering the area of operation, or meet one of the following criteria: be engaged in combat or duty which is equally as hazardous as combat during the operation with armed opposition regardless of time in area, or be wounded or injured and require medical evacuation from the area while participating in armed conflict, regardless of time in area. The JMUA is only awarded to those members of the Armed Forces of the United States who were present at the time and directly participated in the service or achievement of 30 days or more, or for the period cited if less than 30 days. The member must be officially assigned or attached by official orders to the joint unit receiving the JMUA.
There is insufficient official documentation to establish that the applicant qualified for award of the AFEM or the JMUA. Both awards require a minimum of 30 days service in the area of operation, but the applicant only served in the area for 21 days. In addition, there is no documentation indicating the unit the applicant was assigned to was awarded the JMUA while he was assigned. Recommend the Board deny the relief requested beyond that which was administratively corrected.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on 11 Feb 15 for review and comment within 30 days (Exhibit D). As of this date, no response has been received by this office.
THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or regulations.
2. The application was not timely filed; however, it is in the interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate the existence of an error or injustice with respect to the applicants requests for the Armed Forces Expeditionary Medal (AFEM) and Joint Meritorious Unit Award (JMUA). We took notice of the applicants complete submission in judging the merits of the case; however, we agree with the opinion and recommendation of the Air Force office of primary responsibility (OPR) and adopt its rationale as the basis for our conclusion the applicant has not been the victim of an error of injustice. We note the Air Force OPR has verified the applicants entitlement to the Global War on Terrorism Service Medal (GWOT-S) and National Defense Service Medal (NDSM) and corrected his records administratively. Therefore, in the absence of evidence to the contrary, we find no basis to recommend granting relief beyond that rendered administratively.
THE BOARD DETERMINES THAT:
The applicant be notified the evidence presented did not demonstrate the existence of material error or injustice; the application was denied without a personal appearance; and the application will only be reconsidered upon the submission of newly discovered relevant evidence not considered with this application.
